The honest answer first: the run-up isn't there to make you as fast as possible — it's there to get you into the perfect release position without losing the speed you've built. Sounds paradoxical, but it's the core of the whole technique.
Elite throwers actually run in surprisingly slowly: average run-up speed sits at only about 5 to 6 meters per second, roughly 20 km/h — casual joggers move at a similar pace. Yet the javelin still leaves the hand at 28 to 30 meters per second, over 100 km/h. Most of that speed isn't built in the run itself but in the final two steps before release — the crossover step and the impulse step.
The run-up splits into two parts: a cyclical part with 5 to 8 relaxed build-up strides, and an acyclical part in a five-step rhythm, during which the javelin is withdrawn and the body rotates into throwing position. This split is why the javelin run-up feels completely different from an ordinary sprint.
For right-handers, the rule is: strides in the cyclical part increasingly favor the left side, for left-handers the right — the body already starts preparing for the rotation into throwing position while still running.

During the crossover step your upper body stays leaned back, hips running ahead of the torso. Stand up too early here and you lose exactly the tension that later accelerates the javelin.
Remember: your legs only build the base speed at around 5 to 6 m/s — the actual acceleration to over 28 m/s happens in the short release phase that follows. Run-up pace is preparation, not the goal itself.
