Almost always it's not fitness but a chain reaction of errors that reinforces itself under fatigue. Butterfly forgives technique errors worse than any other stroke, because a single slip throws the whole cycle off beat.
The typical chain runs like this: the arms get tired, pulling power in the insweep and upsweep drops off — and to keep generating propulsion anyway, you unconsciously compensate with more knee bend in the kick, almost like pedaling a bike. That extra knee bend creates additional drag instead of propulsion and weakens the kick exactly when you need it most. In response, you lift your head higher when breathing to grab air "faster" — but that's exactly what pulls the hips even deeper down via the body wave. The streamline finally breaks, and what's left is effort without propulsion.
The trick is to catch this chain early and break it at the right point instead of fighting it with even more strength.
Watch (or get watched) over a 25-meter length: at which meter does the second kick get weaker? That's usually the first domino, not "general loss of strength".
Does your kick get more "cycling"-like over time, with more active knee bend instead of hip drive? That's the most reliable early warning sign of fatigue — before you even feel it yourself.
Does your head come higher out of the water as the distance goes on? That's usually an unconscious reaction to oxygen debt, but it makes the exact problem it's trying to solve worse.
If the arms are the trigger: reduce the distance, not the technique. Better to swim 15 clean meters more often than 25 meters once with the full chain reaction running. The chain can't be "trained through" — it has to be interrupted before it grooves in.
Swim the critical distance once with fins to feel what the clean version feels like, then repeat immediately without fins. That gives your nervous system a clear reference feeling before fatigue strikes again.
After every repeat, jot down a keyword for which element tipped first. After a few sessions a clear pattern emerges — for most swimmers it's remarkably consistent which link in the chain gives way first. That pattern is your personal lever, not a vague "I just get tired".
